Locked Out

This site served as a homeless tent village for a number of years. The village population got so big that it became a problem for the county. So the county commissioners put up a big fence and gave the people notice that they would be locked out in the near future. However, they offered no alternative to the homeless situation. So these people had to abandon their tents, in mid-winter, and find another place to live. I wonder where they went.
